this was a nonsense, sorry.

I think the most tricky thing is the following:

        First paragraph.

        \nobreak\kern12pt

        Second par.

This still leaves a breakpoint at the kern, as it's followed by a
parskip glue.  The correct solution looks somewhat strange:

        First paragraph.

        \kern12pt\nobreak

        Second par.
