    I'd like to suggest making the message a little clearer.

I'm open to suggestions ... I wasn't entirely happy with my wording
either, but couldn't find a better balance between brevity and
correctness.

Yes, that is the problem.  It's a deficiency in Info format.  We could
fix it in various ways in the future, but of course that won't obviate
the difficulty for now ...
