Re: texinfo.tex licensing unclear

It never occurred to me anyone might regard a manual as including
texinfo.tex just because it uses that file to load the Texinfo
constructs into TeX.  I am pretty sure this is a non-issue, but I will
check with someone who ought to know, just to make sure.

Ever since Texinfo was first written, the license for our manuals
was nothing like the license of texinfo.tex, and the two licenses
were incompatible.
