I suppose so.  I didn't know that it didn't.

      texi2dvi from removing these definitions?

I suppose.  What change do you propose in texi2dvi?  Remove the whole
comment_iftex_sed stuff, so it doesn't comment out anything?  Won't that
cause other problems, with makeinfo expanding what shouldn't be expanded?


My question is, why does pdftex behave differently than tex in this
regard?  I don't understand.
