Thanks for reporting this.

At one point I believe I updated /manual/info to be the latest version
(yes, 4.6), but I guess either it has reverted or I am remembering
wrong.  I have no permissions to edit /manual/ any more, but we're
supposed to put manuals under the package web page anyway now.  I'll try
to do that this weekend.
