If someone is interested in the outcome of this, I have placed my
current musings on the subject, and some instructions, online at
<http://josefsson.org/gdoc/>.  If you think it would be useful to
mention, please consider adding a link from texinfo.org.

The question of what markup language to use within comments still
remains, though.

I intend to keep this as a "meta" solution though, so it will support
the output formats of other existing tools such as doxygen, docbook,
gtk-doc-tools, texinfo, and beast/bse.  This lowest common denominator
between those projects are high enough to be useful.
