Yes.

For Texinfo, once again my suggestion is that we setlocale to the
@documentlanguage when we see it, and only switch back to the $LANG
locale when we have to print a diagnostic message.  Obviously
performance is not an issue in that case (not that I was ever concerned
about it, actually).  Is there any other processing that should happen
in the $LANG locale?  Index sorting, for instance, should happen in
@documentlanguage.  What else is there?

However, again again, this is a big change and the list for the next
release is already too long.  So I'd like to postpone it, unless someone
(other than Alper, who is too busy already :) feels like writing it
right away.
