Sure.  I don't mean that technically we should restict anchor names any
more than node names.  I mean that, stylistically, it is a poor idea to
have extra-long node or anchor names, and we don't need to go to
extraordinary lengths to make the output pretty.  It should still work.

    The question is, what do we do if the anchor exceeds that limit.

Just output the anchor name (necessary to make it work) and the caption
info, just as we do in the analogous case of indexes (where, as I said,
the problem is even worse).  So it won't align.  So what.
