[html] Tag for @defun arguments

Currently <i> is used for @defun arguments in HTML.  Wouldn't it be
better to use <var>?

That way you can get a look which is closer to the hardcopy version,
where @defun arguments and @var use the same style.

I use this CSS style for <var>

  var {font-family: sans-serif; font-variant: slanted}

which looks quite nice, IMO.  But it would look even better if it also
applied to @defun arguments.
