Maybe, but in that case it should be noted in the manual. makeinfo doesn't
complain. I personnaly think that the other arguments could be considered as
empty (what makeinfo does).
There is another discrepancy between tex and makeinfo, in the case there are
too much args: in that case tex accepts but places a comma strangely, but
makeinfo stops with an error. My personnal point of view would is that there
should be a warning and that the additional args should be either ignored
or considered as part of the last normal arg, including commas.
