    texi2dvi fails to handle right the following construct (makeinfo handles

There are many @macro-related constructs that texinfo.tex does not
handle correctly.  (The amazing thing is that *anything* works.)  The
answer is, use texi2dvi -E (which sometimes has other problems, I know,
but hopefully not at the same time).

The other answer is, we need to design a better macro facility.  TeX
obviously knows all about macros, we just have to design something that
works with its features instead of working against them.  Maybe for 4.8 ...
