Thanks for the report.
The problem is the line break in the middle of the @ref. If you put the
@ref arg all on one line, it works.
Although ordinarily line breaks are equivalent to spaces, it's nearly
impossible to make this work within @copying, for various TeXnical
reasons. (See the documentation above \insertcopying in texinfo.tex if
you want the details.) At least, I can't think of a plausible way to do
it. Maybe Stepan can :).
I'll add something about this in the documentation, at least.
