IIRC, the ISO standard reserves 32 bits, and the Unicode standard used
to reserve 32 bit but today says it will never use more than 24 bits,
or something like that.  The specifications for UTF-8 are thus
different.  I may recall incorrectly, but anyhow I think some politics
are involved.  I don't think any known character has a code point
above 0xffffff though.
