strange message, value in arg in macro def

Hi,

The following construct:

@macro testvalueinargs{ @value{argument} }
macro
@end macro

Leads to the error message when the file is processed by makeinfo,
when macro is called:

bug.texi:25: Unmatched }.

It doesnt really annoy me that there is an error, as the construct
is a bit dubious, but the error message should be something else, and
moreover it is so strnage that it may point to a bug.
