This is what I would expect. But as you said below forbidding it is OK
to me too (it should be mentioned in the docs, though).

Why? I don't think making a difference between @caption and @shortcaption
will add anything from a language perspective, while it will add complexity
for the implementation, especially if it is to be done consistently for all 
the output formats. If it simplify the implementation, it could be done, but
otherwise I think it shouldn't.
