I'd like to submit a patch which fixes the problem of texinfo commands
inside @copying, and several problems reported by Pat:

Bob, please try this version (you can get it from Texinfo CVS,
ftp://tug.org/tex/texinfo.tex, or other places) with your conditionals
inside @copying. The tests worked for me ...
