Not necessarily. Imagine you have
@node mynode
and
@node Mynode
On a Microsoft OS they will end in the same file, but the browser (if files
are viewed locally) or the server should direct
Mynode.html#Mynode and mynode.html#mynode to the right place in that file.

No, makeinfo write them in the same file, but both nodes are here.
