I agree with Karl: I cannot see any easy way to fix it.

The @shortcaption text (or @caption text, if @shortcaption is not present)
should follow the same rules as section titles, ie. it cannot contain many
of texinfo commands.

Karl or Pat, if you think that the fact that caption for lof cannot contain
@c{,omment} should be mentioned in a manual, please write it.
(I'm not familiar with texinfo.texi and don't know where it would fit.)
