New non-ascii symbol?

There is a warning from gnus.texi:

address@hidden:~/gnus/texi$ makeinfo -I . --enable-encoding -o gnus gnus.texi
gnus.texi:24845: warning: invalid encoded character `aring'.
address@hidden:~/gnus/texi$

That line reads:

David address@hidden,

I don't understand the warning.  Perhaps makeinfo is confused; if I
remove --enable-encoding (which I probably should do, since gnus.texi
doesn't mention a @documentencoding) there is no warning:

address@hidden:~/gnus/texi$ makeinfo -I . -o gnus gnus.texi
address@hidden:~/gnus/texi$

Btw, the only non-ASCII character in gnus.texi is the logical NOT
symbol ¬.  Is it possible to create a new command for it?  Then I can
make the gnus manual strictly ASCII, which is more portable.

Perhaps @not{}?  Map to ISO-8859-1 0xAC or UTF-8 U+00AC.
