Karl, I'd like to ask you to accept the patch, on the following grounds:

Can you please write a bit of commentary for configure.ac explaining
how this cross-compiling approach works in general, and why we are doing
it the way we are? Ie, why Texinfo has to do anything special. Just a
couple of sentences to give people (like me) a clue.
Also, if users can or should do anything about it, or even be aware of
it, can you write a note for ./INSTALL? I gather from the configure
patch that it's supposed to work automatically when cross-compilation is
detected, but I'm not sure if there's a reason or a way for users to
override, etc.
