Unspecific links in makeinfo --html output

Hi.  Please look at the TOC at:

http://josefsson.org/gnutls/manual/html_node/index.html

Note that all links in, e.g., section 3 point to the same fragment,
i.e., "Introduction to TLS".  That is not intentional, right?

I think the 3.1 link should point to #TLS-Layers etc.
