    I'm using version 0.11.1.

I'm surprised configure does not complain, since I have
AM_GNU_GETTEXT_VERSION(0.14.1) in configure.ac.  Oh well.
Anyway, you need to upgrade to compile Texinfo from CVS.  In general I
try to use the latest released versions of everything.
    
    Is "texinfo.pot" supposed to exist at this stage?  

No.  It's not checked into cvs, it's a generated file.  I can only
surmise there is some incompatibility with the old version of gettext,
which perhaps did assume it already existed ...
