    When specifying arguments to `Info-goto-node', just
    `(INFO-FILE-NAME)' with NODE-NAME empty is perfectly correct.  Why the
    same should not be allowed in a cross-reference?

Just (INFO-FILE-NAME) for Info-goto-node is essentially a shorthand for
Top(INFO-FILE-NAME).  Interactively, it makes sense to allow shorthands
like this.

However, when writing cross-references in a document, I don't see the
need; typing the three extra characters does not seem at all
problematic.  And that way the not-impossible error of unintentionally
leaving the first arg blank can be diagnosed.

Do you have a practical document where you needed the first arg blank?
It's been five years since the change was made, and you are the first
person to even mention it.
