Are you saying that the only situation where you'd like to be able to
leave the first argument empty is when you are referencing the Top
node?  Because if it's anything else, any Info reader will need to
know the node name.  (And if it's only the case of Top, as Karl points
out, 3 characters is not much of a saving.)
