I can easily imagine it to be not easy.  Emacs took many people
long years to multilingualize and it is still being developed.
Actually, I hardly know such other advanced programs supporting
multilingual text.

I only know we have a need to generate Info files using the same
encoding as the source, sorry.

Yes, I will call for developers in newsgroups and in some lists.
I'm not optimistic such a person shows up at once, though.
