Yes, that is certainly possible.

I think it depends on how you view/use docbook.  If you view
docbook as an output format, like html or info or raw tex,
then doing index-processing may be appropriate. But if you view
as an alternative input format, then generating the index is
probably wrong.  I.e. if the goal is to "convert" a texinfo
manual to a docbook manual, and then doing future edits on
the texinfo source, then one would leave out the index.
Of course in that case, it's easy enough to manually remove
the index.
