Sorry it took me so long to get back to this.
I would be happy to have the sample I sent work: use @'e with Chapters,
and é in @node (and @ref if needed).
Your example works for me with the current texinfo.tex --
ftp://tug.org/tex/texinfo.tex. But that is the version you are using
too. Maybe you have an old .aux file lying around? That's all I can
think of.
The only thing that goes wrong for me is that accented e's aren't
printed (as I said), because there are no characters at those positions
in cmr10. Using the 3rd arg to xref can fix that, see attached.
BTW, although it doesn't make a difference in this case, it is safest
for the @setfilename to be the very first command after \input texinfo.
