use @section in all contexts, it should work fine. (If not, let me know.)

Thanks for the suggestion. I see your point, and it might not have been
a bad choice back in the beginning of Texinfo, but I don't think we
should make the change now:
1) Changing the output based solely on an implicit fact about the input
doesn't seem desirable in principle to me.
2) You can get the output of "Appendix: Some Title" via @unnumbered, and
in fact some manuals do this now.
3) Texinfo's current behavior around this has been the same since day 1.
I don't want to change it now without much more compelling reasons.
but the header line in the appendix always reads "Appendix A:",
without the respective appendix subsection following
Sounds like a bug. I will take a look at this as soon as I can.
