Hi Han-Wen,

    the following patch (against a somewhat older version of texinfo.tex)
    makes sure that a regular quote ( ' ) is printed using a regular quote
    in the output.

I installed your patch to texinfo.tex, with a conditional to enable the
undirected (0x0d) quote after
@set quotecodeundirected
is done.
