Actually, I was hoping I could ask you to rework the patch along those
lines?  And change the \documentencoding stuff accordingly?

    I think GNU projects have the policy to require 
    that copyright ownership be transferred to the FSF, right?.

GNU projects don't have to be copyrighted by the FSF, but Texinfo is, as
it turns out.  A disclaimer will be as good as an assignment in this
case.  I'll send you the form separately.

    My only concern is that I would like to be able to write a small
    article about my work for a local journal, and I'm not sure what
    would be implications of this transfer of copyright ownership with
    regards to publication in the journal.

Don't worry.  Whether assignment or disclaimer, the FSF certainly does
not want to stop you from writing about your own work!  In the case of
disclaimers, you still own it.  Just FYI, in the case of assignments,
the legalese includes the FSF re-assigning back to you the right to do
anything reasonable with it.
