scrunched paragraph text if no blank line before @smallexample

I just happened to notice (in my dvi output) that if you start a
smallexample after a paragraph, but neglect to put in a blank line
above the @smallexample command, the text in the preceding paragraph
gets too tightly kerned together.

I'm using the most recent texinfo.tex from ftp://tug.org/tex/texinfo.tex .
