It is specified by C99, so it should exist on other recent systems as
well, but a lot of older libc's don't provide it. I'm afraid I don't
have a list of examples.
No need for a list. It would definitely be desirable to support pre-C99
systems. Would it be hard to fall back on the old (or similar) behavior
if mbrtowc is not available, that is, counting bytes?
