I don't understand that either. Was this described in some official
FSF communication somewhere?
I am not aware of any general "drive to reimplement utilities as shell
scripts". Such reimplementations happen as a consequence of decisions
by individual maintainers. I presume Paul will inform us about gunzip.
Personally, I agree with the arguments against shell scripts in such
cases, but my opinion is irrelevant :).
