    Additionnally, I have a related feature request: I'd like to be able to
    use French and German simple and double quotes in Texinfo TeX output.

I guess we could define new commands.  What should the commands be named?
@[lr]guillemet
@[lr]guillemets
@[lr]quotebase
@[lr]quotedblbase

?

    Why not use European Computer fonts (ec*) as default fonts, instead of
    Computer Modern?  EC fonts provide these quotes whereas AFAIK CM don't.

There are a lot of issues involved in supporting other fonts, even ones
that are as close as EC and CM.  This is a long-term project Oleg has
made good progress on; hopefully it'll come to fruition later this year.
