IIUC, according to the standard, U+2019 is used both for right quote

I think you're right. Those who use both LaTeX and Texinfo without
national keyboards will certainly be happy :). So, considering your
other message, I think we'll stick to Adobe names for all glyphs
except "guillemots", which we'll make "guillemets". Sounds good?

I thought of letting users (easily) define aliases. For example, some
users might prefer:
@alias lgqq = quotedblbase
@alias rgqq = lquotedbl
@address@hidden
instead of
@alias lgqq = quotedblbase
@lgqq{}...``
BTW, here's a nice overview of quote usage in various languages:

Looks like all possible permutations are there :).
