Thanks for everyone's comments.  Support for the various quotes is now
in CVS.  There is a new section in the manual, "Inserting Quotation
Marks".

P.S.  The quotes use a font different from the text font, which means
kerning is lost with the quotes.  So quotes in PDF and DVI will be
typographically wrong, for now.  Hopefully this is better than
nothing...
