I see your point, but I'm not sure we can feasibly info.texi completely
standalone.  I wouldn't want to repeat all the info in the Emacs manual,
and I don't think it'd read right if I just @include it somewhere.  

To be honest, I think Emacs Info is a far superior reader, and certainly
much more actively maintained, to anything standalone Info is ever
likely to be, whether you use Emacs for anything else or not.

    Sections 2.5 and 2.6 (Create Info buffer and Emacs Info Variables) 
    aren't applicable to stand-alone `info`, so it would be nice if 
    they could be suppressed for the plain info reader.

True.  I'll think about it, it could be done easily enough with a
conditional or two, but on the other hand I think there is some benefit
to having the manuals be the same in both distributions.

    1 ... 9     Pick first ... ninth item in node's menu.

Yes, it certainly should.  Unfortunately I see no straightforward way to
do it cleanly, so I just hardwired the string.  If someone rebinds 1-9
to something other than menu-digit, the help will be wrong.  Oh well ...
