I would rather *not* do this, unless there's an urgent need to get 
glibc-reference's pdf docs built very soon. Chances are high that no one ever 
removes that file, and it will still be there when texinfo is at version 8.23.  
I've had to fix lots of FTBFS bugs in the past just by removing outdated 
texinfo.tex files...
