That's because you are trying it with the wrong Info file: `info.info'
is not about the `info' the command, it's about the Info system itself.
It describes the features of the Info system that are available in any
Info reader, not just the standalone reader.

That would be good, but the problem is that info.texi is maintained by
the Emacs project, while info-stnd.texi is maintained by the Texinfo
project. However, @include-ing the former from the latter could be a
way to go, if you can figure out how to get the references and indices
right.
