Do you have info-stnd.info file in your Info directory?  If so, that's
the manual you are looking for.

Yes!

By looking at the menu items related to Texinfo in your DIR file, I
guess.

I normally only do that for non-program manuals.

How else?  How did you know about the others?

I assume that given a program "foo" with info documentation, I can type
"info foo", just as for most programs I can type "man foo".

It could usefully be mentioned in the top node of info.info

It's mentioned in the "Advanced" node.

I suggest mentioning it in the top node. The manual for the info reader is going to be one of the first things many info users want to read, and they're unlikely at an early stage to look under "advanced" to find this information. If, like me, they're used to man, and try "info info" it would be helpful to disabuse them of their misapprehension immediately.
