I'm willing to help with texi2html development if and only if it will
replace makeinfo and become part of GNU; well, I don't mind about the
technical way we go, but it would be definitely cool to have only one
package to process Texinfo documents.

It would be much simpler to use Gettext from the translators' point of
view.  According to CPAN search engine
http://search.cpan.org/search?query=gettext&mode=all potential packages
for using Gettext inside Perl are perl-gettext 1.05 and
Locale-Maketext-Gettext-1.26
