info.texi is NOT supposed to describe the standalone reader.  It is
supposed to describe the Info _system_, and so IMO should only
describe the basic ideas and motion commands, and then either refer to
the reader-specific manuals, like info-stnd.info (except that no one
wrote such a manual for Emacs, unfortunately), or have separate
chapters for each one of them.
