You mean if @item doesn't appear at the beginning of a line?  I don't
really care what happens in that case since, as you say, it's not
supported or specified.  TeX will ignore them.  I'd be happy if we
ignored it too.  I haven't tried it, but I suspect makeinfo does
propagate such spaces.

    * in @*table space after @*item* and before the end of line on the @item
      line should be stripped. 

In general, whitespace at the end of *any* line should be ignored.
(With the possible exception of @verbatim, I guess.)

    @item  foo

Whenever I have seen that in Texinfo files, it's just a mistake/typo.
Do you have cases in mind where it is actually useful?  Certainly TeX is
going to ignore the extra space, so my initial reaction is that it would
be best for makeinfo (nee texi2html) to ignore them too.
