Details:

This bug was also reported by email (Subject: Bug of @ref, date= a few minute
before bug post). I attached the file in which the error is happening (see
line 526)

In *info* node `(texinfo) Cross Reference Commands' texinfo macro @ref is
said not to involve any preceeding `see'. However I tried it with this version
of makeinfo (with info output) and there was a preceeding `see'.
