Thanks for the report, and sorry for the delayed reply.  

    when
      - an @anchor name contains a special characters (I tried - and _)
      - output is sent to html (--html option) and
      - output is relocated to another directory (e.g. --output HTML)
    then
      - references to this anchor do not work in html, 

There is another difference between those anchors.  The test doc has:
  This is another item. @ref{mi-ma,,meine mami,sample}
  ...
  @ref{ma_mi,,meine mutter,sample}

These commands explicitly say to use the filename "sample".  It is not
clear to me that overriding that with the --output value is desirable.
After all, you might be writing to a temporary directory or to a
different location that will be symlinked or moved later or who knows
what.

Overriding the @ref filenames is probably needed in order to make
cross-manual references work, but that's a more complex problem.

By the way, we hope to switch to using texi2html, so you may want to run
your tests with that.  I've noticed that it does not suffer from other
bugs in makeinfo --html output, although as far as I could see it does
behave the same in the particular case above.
