@cindex adds extra vertical space

Hi,

texi2pdf is used to convert the texi file.

Source text:

@enumerate a

Chairperson. The President of the Society, the Vice President, or in their
absence any other person chosen by a majority of members present, shall preside
over the meeting.

Secretary. The Secretary shall act as the Secretary for all Membership meetings.
In the Secretary's absence the chairperson of the meeting shall appoint another
person to act as secretary for the meeting.
@end enumerate

Problem:

If I add @cindex to the previous source, such that

over the meeting.
@cindex Secretary
@item
Secretary.

the compiled output adds extra vertical space to the pdf output. Should vertical space should be added for a solo command line? I would think not.
