You'll need to talk about this with the Emacs maintainers. I don't
maintain info.el any more, the changes in current Emacs are (far) beyond
me.
The whole idea of Emacs showing the true accented characters in Info
files is a relatively new invention, so the precise versions of
everything and the Info output will be important to them.
The general idea is that makeinfo puts something like this at the end of
the Info files:
Local Variables:
coding: iso-8859-1
End:
Emacs is supposed to read that and do the right thing. )The "coding"
name is what I was advised to use.)
Since Texinfo can use the 'cm-super' package to render quotation marks,
I'm hopeful that thorn and eth will make it as well.
