Correction: everybody who needs to generate manuals from Texinfo
sources.  And that includes many people who participate in development
of GNU projects and regularly build them out of VC repositories.  Most
of them don't write or modify the Texinfo sources, but building the
manuals is a routine step of building a project out of
CVS/SVN/git/whatever.
