It hasn't.

We decided not to do anything in html, if I recall well. In docbook
and xml, maybe something special is done. In fact, the makeinfo special
treatment of & seemed in fact to be no-op.
I added the test case, in formatting/empty_deftype.texi,
will commit soon.
