No, it hasn't been changed (we are even documenting the Info
format ;-). The default output of makeinfo is Info, and 
texi2html --info or texi2any --info also produce the exact same 
output.

No, the idea is that texi2any is for all the output formats,
the 'any' means info, html, text, docbook, mediawiki and
even pdf and dvi (in that case texi2any would only be a wrapper
around texi2dvi/texi2pdf)...
